The project aims to enhance transport efficiency, road safety, and trade facilitation along key regional corridors, including the Lusaka–Nakonde section of the Dar es Salaam corridor. The Road Transport and Safety Agency (RTSA) is leading a key component of this project, which is the development of a SMART (Safety, Mobility, Automated, Real-time Traffic Management) Corridor, which will leverage modern technologies and systems to improve traffic management, road safety, corridor monitoring, and trade facilitation. The primary objective of this consultancy is to develop comprehensive and detailed Terms of Reference (ToRs) for the design consultant responsible for the technical aspects of the SMART Corridor project, and for a Technical Advisor.
The following activities are carried out:
-Conduct a thorough review of existing project documents, including the TRACER project background, SMART Corridor objectives, and other technical reports.
-Familiarize with stakeholder priorities and key project goals for traffic management, road safety, toll collection, and trade facilitation.
-Engage with RTSA and other key stakeholders: (WB), Zambia Revenue Authority (ZRA), National Road Fund Agency (NRFA), SMART Zambia, and the Ministry of Transport and Logistics)
-Provide technical advisory to RTSA and other Government entities.
– Finalize the ToRs after incorporating feedback from all stakeholders.
